http://www.computerworld.com/s/artic...8&pageNumber=2

Others smart gun technologies include fingerprint recognition through infrared readers and the use of RFID radio chips that, like a car, only enables a gun when a person carrying the chip is holding it. Technologists developing smart guns say multiple users, even thousands of them, could have their unique identities programmed into a weapon.

Biometrics technology proponents readily admit that their systems can be thwarted, and no single technology or piece of legislation will solve the gun safety problem. There are also logistical issues. For example, what if the person carrying the gun forgets his or her RFID chip and can't operate the weapon?

In response to the school shooting in Newtown, Conn. last December, President Barrack Obama issued an executive order directing the National Institute of Justice to conduct a study on the state of various smart gun technologies.

Safe Gun Technology (SGTi) co-founder Charlie Miller believes his company's technology could have stopped Adam Lanza from killing 26 in Newtown, Conn. last December.

Columbus, Ga.-based SGTi's technology uses fingerprint recognition through an infrared reader. The biometrics reader enables three other physical mechanisms that control the trigger, the firing pin and the gun hammer.

Like other smart gun technology companies, however, SGTi has found itself with a lack of funding to produce a product. In fact, current prototypes of some smart gun technologies are based on 10-year-old microprocessors because of a lack of funds, according Donald H. Sebastian, senior vice president for research and development at New Jersey Institute of Technology (NJIT).

A half dozen campus police at the NJIT already carry smart guns developed on campus that prevent unauthorized use by disabling the trigger mechanism through Dynamic Grip Recognition technology. "We have found no interest on the part of gun manufacturers in commercializing any aspect of user-authenticating weapons," Sebastian said in a December interview with Computerworld.

In addition to requiring handguns to be fitted with smart gun technology, the Personalized Handgun Safety Act of 2013 would:

-Authorize grants, to be administered through the National Institute of Justice, for further development and improvement of personalized handgun technology.

-Direct the Consumer Product Safety Commission to create a safety standard for personalized handguns that all newly manufactured handguns must meet.

-Fund the retrofitting of older guns through the Asset Forfeiture Fund at the Department of Justice (DOJ). Cash confiscated by the DOJ and proceeds from the sale of other confiscated property is deposited into the fund.

-Hold gun manufacturers liable if they produce guns that do not meet the CPSC safety standard two years after the passage of the bill.

Newport — Sturm, Ruger & Co. Inc. plans to expand and create 500 to 700 new jobs, the company’s president and CEO announced last week. But that expansion won’t be in New England.

Michael O. Fifer told the firm’s shareholders at their annual meeting last week that company is looking for an existing 250,000-square-foot building, and Fifer said he hopes Texas Gov. Rick Perry will give it to him.

Fifer said Tuesday he planned to meet with Perry this weekend at the National Rifle Association convention in Houston to ask the governor for a building suitable for a plant to manufacture new lines of products.

“I wouldn’t be surprised if he does it,” the Fifer said.

Ruger, which is headquartered in Southport, Conn., with a workforce of 2,100 and manufacturing facilities in Newport and Prescott, Ariz., plans to spend about $30 million on the expansion, and the company has narrowed the search for the facility to North Carolina, South Carolina and Texas.

By Keith Coffman
DENVER (Reuters) - A group of Colorado county sheriffs, angry about two new state gun control laws passed in the wake of last year's mass shootings in Connecticut and Colorado, filed a federal lawsuit on Friday seeking to block the laws from going into effect.

The two laws, passed by the state's Democratic-controlled legislature with scant Republican support, ban ammunition magazines that hold more than 15 rounds and require background checks for all private gun sales and transfers.

All but 10 of the state's 64 county sheriffs signed on to the suit, filed in U.S. District Court in Denver. In their complaint, the sheriffs allege the new laws, which go into effect July 1, severely restrict citizens' constitutional right to own and bear arms.

The sheriffs, who in Colorado are elected, also complained that they were operating under tight budgets and did not have the money or manpower to enforce the new laws.

"They (the sheriffs) cannot expend these resources to conduct investigations that would be necessary to monitor compliance," the lawsuit said.

The bills were introduced in response to a shooting spree that killed 12 people at a suburban Denver movie theater last July and the slaying of 20 children and six adults at an elementary School in Newtown, Connecticut, in December.

Connecticut and New York also have passed stricter gun laws in the wake of the shootings. The National Rifle Association, the powerful U.S. gun lobby, has announced plans to challenge the new gun control laws in all three states.

REASONABLE SAFETY MEASURES

Democratic state Senator Mary Hodge, who sponsored the magazine-limit bill, blasted the sheriffs and said the restrictions were reasonable public-safety measures.

"We can't just sit by and do nothing while first-graders and moviegoers are being mowed down in one fell swoop with weapons equipped with large-capacity magazines," Hodge said in a statement.

Joining the sheriffs in the lawsuit are a number of gun-rights organizations and a disabled gun owners group, who say that magazine limits would restrict their ability to defend themselves in violation of the Americans with Disabilities Act, which bars discrimination against the disabled.

"Disabilities make it difficult to quickly change magazines under the stress of a home invasion," the lawsuit said.
Governor John Hickenlooper, a Democrat who signed the bills into law, is named as the defendant in the lawsuit. His office had no immediate comment.

Colorado Attorney General John Suthers, a Republican, said in a statement that his role "will be to get court rulings on the legality of various aspects of the legislation as expeditiously as possible."

"Colorado citizens, and law-abiding gun owners in particular, deserve such clarification," said Suthers, who did not publicly oppose the two bills when they were debated in the legislature.

Separately, a Colorado pro-gun group, the Basic Freedom Defense Fund, said it was circulating a petition to recall the president of the state Senate, Democrat John Morse, because of his support for gun control measures.

Morse, a former police officer, said he would likely face a recall election later this year as a result.

"If they are successful in removing the Senate president in Colorado, it will have a chilling effect on anyone who takes them on but if they fail they will be exposed for the paper tiger they should be," he said.

That is the reasoning often sighted by the left wing of "The Party" anyway. The form of Militia that existed at the time is now extinct, so too should be the 2nd Amendment according to the "Logic".

Perhaps the same logic should be applied to the 1st, how long has it been since "Speech" has been conducted utilizing a printing "Press". Look at all the violence and death resulting from modern high capacity communication of hate speech. Our founders never imagined modern communication technology. They would be horrified to see the worldwide carnage it has caused (Libya attack because of one man's video for example).

Same with "Assembly", with modern technology people don't need to assemble in large groups to communicate, or anything else for that matter. They can watch it on TV from the safety of the home (where it will be free of anything "Offensive, Dangerous or Hurtful"). Besides, it is dangerous to have more than TEN people assembled in one place. Our founders never could have imagined a population of 300 million + people! They would be horrified to see the number of people trampled to death and burned alive as a result of too many people assembled in a single location. If we could save even one life...

Isn't it interesting, we ALL recognize how childish (illogical) this logic is when applied to the first Amendment, but somehow it has a foot hold on the Second for many people. Are they stupid or is it something else?

While for some, it may indeed be the former, for most it is the latter. When everyone around you agrees 2+2=5, so too will you. For example, how many of us believe Pit Bulls (with their "Lock Jaws") are INHERENTLY more dangerous than other breeds of similar size or strength or that Marijuana (the "Gateway" drug) prohibition is a good idea?

News flash, 2+2=4, Pit Bulls are no more "Inherently" dangerous than any other breed of equal size and power, and Marijuana prohibition (the entire drug war for that matter) is every bit as bad an idea as was alcohol prohibition for the EXACT same reasons.

We believe these things for the same reason Orwell's characters believed 2+2=5 in the novel 1984 - because that is the silly logical fallacy we have been taught all our lives. As with any good logical fallacy, there are elements of truth mixed in with all the BS which is what makes the logical fallacy so easy to believe. In other words, we have been trained to believe correlation = causation which is rarely ever true.

We even tell our children, "Do / believe it because I said so." What are we teaching them from a very young age? To accept direction from authority without question and to ignore contradictory information. Your parents, and later on, the leaders of your social groups and the Government know what is best for you so there is no need to learn to think and process information on your own.

Sure, your niece may have been attacked by your brothers Pit Bull while your he was was zoned out on the couch high on weed, but do a few anecdotal stories played over and over again in the media make the overall narrative true? If so, maybe the Second Amendment Abolitionists are right....... But the correct answer is hell no. People believe these ridiculous things because we are socialized from a young age to do so. If you have fallen for the Pit Bull or Drug War nonsense, you now understand how "They" can believe all this gun control nonsense. I know some of you are reading this and trying to come up with a rebuttal on Pit Bulls and/or the Drug War comparisons, but it's time to let go of the dogma and snap into reality. If you can't do it, how can you expect them to?

With that knowledge, perhaps better methods can be developed to eliminate the ignorance behind the gun control movement. One thing that has been proven not to ever work, name calling and cheap personal shots. Those play well for the choir, but get us nowhere when it comes to winning over the minds potential converts - logical people who listen to facts and reason over anecdotal stories rich with emotion but void of logic.

One last tidbit for all the drug war crusaders out there, this little gem (The Drug War) is what created much of the violence in our society that is now being blamed on firearms (exactly same as alcohol prohibition resulting in 1934 legislation). It also socialized us all to believe violating "Their" constitutional rights was okay because it makes us safer. It justified massive increases in the criminal justice system for what amounts to political crimes (victimless crime is a clever euphemism for political crime). The monster we created and fed with our blind support, tacit complicity and blatant disregard for the Constitution when it came to "Those People" is now slowly but surely being redirected towards us all.

As they say, what goes around, comes around.

Maryland Gov. Martin O'Malley signed a gun-control bill Thursday banning the sale of assault-style rifles, including the AR-15. The law limits gun ownership for people with mental illness, outlaws the sale of high-capacity magazines and establishes the nation's first new handgun licensing scheme in two decades. The NRA is challenging the law.
Here's the LA Times view:
Here's the Washington Times with the changes made to the bill that remove some of its teeth (but not nearly enough):
I'll admit that I'm a little sick to my stomach over this one.

An Ohio man has slapped local government with a $3.6 million lawsuit after policemen allegedly violated his Constitutional rights. Police detained Ray Call and confiscated his weapon because he openly carried his firearm into a store.

According to reports, Call entered a store late one night with his gun openly on display. The authorities were alerted, and fairly soon two policemen arrived on the scene. The police officers held Call in the back of the police car, took his weapon, and demanded that he identify himself.

Call refused to identify himself. According to Ohio Revised Code, an individual is not obligated to identify himself to a police officer unless the officer reasonably suspects that the individual is involved in a crime.

When police didn't get any answers out of Call, they threatened to charge him with reckless inconvenience and noise disturbances. Eventually, the strong-arm tactics intimidated Call into revealing his name, at which point police discovered that he had a CCW permit. Police returned his weapon and sent him on his way.

They also charged Call with obstruction of justice but later dropped those charges.

You can watch the video below and form your own opinions.

Call then filed a lawsuit asking for $600,000 in compensatory damages for “emotional trauma” and another $3 million in punitive damage for the “willful, callous and malicious conduct” of the police officers.

Call’s lawyer, Charles E. McFarland, said, “I normally do not comment on ongoing cases to the media, but believe that the complaint speaks for itself.”

It appears that Call has a solid case. Police cannot detain citizens and demand identification with no good reason. Call was well within his rights and Ohio laws clearly backed him up. Police could not have taken action against Call unless it appeared that he was about to commit a crime, and the mere presence of a firearm does not constitute suspicion.

Riverside police Chief Mark Reiss argued, “Had he been truthful with the police and simply provided his identification so that they could have quickly ran it, that encounter would have been over very quickly, within a minute or two.”

Technically that is true, but the only problem is that Call was under no legal obligation to pacify the police officers. Call’s refusal to identify himself was a Constitutional right.

After watching the video, what’s your take? Who was in the right during this late-night confrontation?
A draft ordinance proposed by the Los Angeles City Attorney’s office would declare large-capacity ammunition magazines a “public nuisance” and authorize police to confiscate and destroy them.

KNX 1070′s Pete Demetriou reports the proposal from City Attorney Carmen Trutanich was met with some skepticism.

In a report delivered to the City Clerk’s office, the proposed municipal ordinance would provide for high-capacity ammunition clips of more than 10 rounds to be taken off the streets by law enforcement, confiscated and destroyed as a public nuisance that threatens the public health, safety and welfare.

Trutanich filed the ordinance in response to a motion by City Councilmember Paul Krekorian and at the request of the City Council’s Public Safety Committee on Feb. 22 to draft a municipal law that would authorize a ban on large-capacity magazine clips.

Under California law, the manufacture, sale or exchange of large-capacity ammunition magazines of more than 10 rounds is prohibited.

“We believe this ordinance supports Councilmember Krekorian’s interest in getting high-capacity ammunition magazines off our streets,” Trutanich said. “Cities across the country must stand up to America’s gun violence epidemic and do whatever possible to save lives and spare families from the needless tragedy of firearm death and injury.”

California gun rights groups have already signaled they would challenge such an ordinance if passed by the City Council.
