I read through that....does it mean the civil lawsuit is dead since the finding of fact was that it's a criminal statute?

Basically, the federal district court determined that it was a state issue and not a federal issue, and handed it off to the Oklahoma Court of Criminal Appeals. The civil case was based on the plaintiffs' claim that the criminal statute infringed on their property rights, if I understand correctly. It would appear that the federal court could find no ground for federal intervention, therefore the federal civil suit is dead.
