I just recieved the application in the mail today and got it all filled out.
It says here that you must submit it to your local law enforcement chief officer (ie: Sheriff or Chief of Police).
Apparently they don't have to sign off on anything, so do you think it makes a bit of difference which one I submit it to? The ATF just wants to make sure that they are notified I guess.

I just made a copy of the app. and enclosed a short sweet letter stating that as per requirments this is his copy,and to have a nice day.
Thats all there is to it.
I don't think it's still active but there is some sample letters for such things on cruffler.com.

If you live in the city limits send it to the Chief of Police outside of city limits send it to the Sheriff.
Send them a nice note also and tell them they don’t have to do anything.
P.S. When you get your C&R send a copy to Midway you will get a dealer discount.

i just sent a copy to the Sheriff's office and a few weeks later the license showed up. you only send them a copy to advise you are seeking a license. they can notify the BATFE is they have a problem with it. don't forget to buy a bound book to keep track of everthing. here's some helpful links -

Some advice that hasnt been mentioned. When it comes in DONT SIGN THE ORIGIONAL! Make lots of copies and sign them. Make lots of copies and send them to everyone. A lot of places give discounts for "dealers", which is what you are considered when you have a FFL. An example: Brownells meprolight night sights for one of my kimbers, catalog price was $105, my cost was $68. Go to www.surplusrifle.com for a list of vendors. DONT do it! You'll always be broke and smell of cosmoline! Good luck and welcome to the C&R family.

About how long should it take for it to come?
I sent it in about 3 weeks ago and am not in any huge hurry, but was just wondering.

I got my app yesterday, and still haven't decided whether to apply or not. One funny part is where it asks if you have a current hunting license, then says "If you answered no, you likely cannot legally possess firearms". No, I just don't want to pay $25 for a license until deer season rolls around.
