if someone you know to be a bipolar psychotic illegal drug user is purchasing weapons and attending CCW classes with the intent of carrying, is there something you can do about it? Write a letter and object to the individual being granted the CCW??

under title 21 1290.10 mandatory preclusions
it says:
7. currently undergoing treatment for a mental illness, condition, or disorder. for purposes of this paragraph, "currently undergoing treatment for a mental illness, condition or disorder" means the person has been diagnosed by a licensed physician as being afflicted with substantial disorder of thought, mood, perception, psychological orientation, or memory that significantly impairs judgement, behavior, capacity to recognize, or ability to meet the ordinary demands of life:
so if he has been treated for being bipolar, it seems like he has no chance to get a permit.

Having gone out with some girls who I think did need professional help, when buying my first handgun last year I asked the same question. From what I have been told from the local dealers is that a person's mental stability is only brought into question IF they have actually been committed to an institution due to mental health. If they've never had to go the hospital then there's no record of it. If a person is seeing a therapist and even taking medications they are still able to purchase a firearm and still get a CCW permit. I think the term "substantial" is the pivoting criteria in the statute.
