I am new to these. What is the best value can out there? Does quieter = big bucks or are they all near the same in cost and degree of suppresion? If you were buying where would you look? any recomendations? what about used?

Lots of info on silencertests.com, from what I've read the evo-9 is the best 9mm can out there and almost .22 can quiet. It runs $600-700.

Silencertests.com is very biased towards AAC, so take that into consideration when looking at their data. However, everything I have read elsewhere states that the Evo-9 is the top of the line. Suggested retail is $795, but most dealers should be able to get it for you in the mid $600's. I personally like AAC products. I have one of their M4-2000 cans and am very happy with it.
I just ordered a YHM Cobra can for my Glock 17. My main consideration was cost. The Cobra is a few dB louder than the Evo, but it was comfortable to shoot without earplugs and several hundred cheaper than the Evo, so that was good enough for me.
The original poster asked about used cans. My M4-2000 I bought used from a dealer who was liquidating his demo cans. I got it for $475 which is much cheaper than new. They have a lifetime warranty so no worries there. You don't see too many used Evo's for sale and don't forget that if the used can is not on a Form 3 it will cost you 2 tax stamps to get it to you (unless it is on a Form 4 in Oklahoma then it would only be one stamp).
Like was pointed out, the used suppressor market is almost non-existant.
My 9mm can, which should clear any time now, is a SWR Trident 9. I got it for the versitility. I can mount it to pistols, rifles, SMGs, and it is full auto rated. A little bit big for a pistol can but I love the retro look. Big cans look sweet.

You would like something just for the looks, huh? I mean, what about real life practicality? lol!!! I think the same way though... hehe
Those ultra-efficient tiny pistol cans look goofy to me. The big two-stage suppressors on Macs look great. Besides, I'm not ashamed to admit that I buy some stuff based on looks. Lets face it, if we were honest with ourselves we could admit that the majority of what most people buy, is based on looks or something they have seen come from hollywood. Be it guns, cars, or whatever.
Real life practicality eh? How about being able shoot and carry on a conversation at the same time? Once you go shooting and you don't even bring hearing protectors, you will start to think about suppressing every gun in the safe. I'm buying a good .30 caliber can sometime in January.
