Your lung is just 1" deep in your chest, your heart less than 3". Nobody hits the arms on purpose. you aint a cop, so you'd best not be shooting people who are sideways to you, nor shoot thru any vehicles. Doing so is highly likely to end up with your being sued out of every dime you ever make. Cops often (literally) get away with murder. You will not. Cops get free lawyers in court, You will not.

So yes, cops do get away with all sorts of stuff that would get you in deep trouble. So it's best that, as a civilian, you dont use their "advice" about guns, ammo or tactics.
I much prefer a rd that "only" penetrates 8", but delivers lots of shock and destruction, to one that penetrates 15", cause, short of a 10mm, what that penetration means is not much, if any expansion, and low levels of energy, or poor controlability if there's much energy. Anyone who "thinks" that 5" of penetration isn't plenty enough for lethality is just an ignorant jerk.
