AR57 SBR question

I was looking at the ar57 uppers and saw you can get it as a complete 11" SBR, which looks like loads of fun.

Question is do you have to have the paperwork done befor buying the upper or get the upper, send it papers, let upper sit in the safe untill approved?

You cannot have all of the parts to assemble a complete SBR in your possesion while you await paperwork. If you have all of the parts then you have an unregistered SBR (just in disassembled form). Get the paperwork done first.
