Yes, but in the OP's post #3 above he said "if I get the demo letter and keep my SOT". My point was that if you went thru the trouble to get a demo letter, why bother with a conversion device, why not get the real thing.
The manufacturing FFL/SOT eliminates the need for a demo letter, but costs much more per year than a dealer FFL/SOT.
Also, if you get licensed as a manufacturer, you will have to actually make your conversion device. You cannot transfer in a registered device as that would require the demo letter. You also cannot buy one of the many unregistered devices available on the Internet and then claim you made it.
I was just trying to point out there are other ways to get one without demo letter. You can buy the materials or a partially made drop in that requires some machining when you are a 07/02.
So from what your saying above all these manufacturer's of say like an ar mg built thier own lower parts kits from scratch? They don't out source for components to be made?

Well one thing to consider is how to get a real deal G-18. Glock won't sell one to just any 07/03, which may leave you trying to buy a used one from an 07/03 giving up the license. Odds are a used one has been used as a rental, or at the least rode hard and put up wet. It's pretty easy to overheat a G-18 with a few B2B mag dumps. I'd be circumspect about buying a used one.

CAR-AR-M16 is correct. These are a lower cost to manufacture, than a G18,
and are not as hard of a hit to the wallet if you decide to dispose of it, if you do not sell it before you stop being a SOT.

When you say CAR is correct, are you saying you made that part? Looks very similar to the ones you can order.
Yes, I have them 4 sale to FFL's that can have them, as post samples, They will need a LE letter written to ATF specs. Also for sale to LE and DoD Departments.
An 07/02 can buy an 80% kit (since they are not considered anything at that point) and finish them. Nothing wrong with that at all. He then engraves it with a serial # and his info and registers it with ATF on a Form 2 as a post-sample machinegun. There is no way for the average Joe to do this legally.
