You could, I suppose, but I don't know of anyone who does that... see, the dealer would have to pay the $200 tax to register it as an SBR, and they would pass on that cost to you. So you would be buying a stripped lower with an extra $200 cost that you then would have to pay another $200 to transfer to yourself.
Why?
Some dealers sell full rifles that are SBRs and they have already registered... but it's easier to roll in that $200 tax into the cost of a whole rifle than just a stripped lower. I just don't see any market for it, personally.
I'm curious why you would want to do this? So you could do it as a transfer instead of making it? The diff between a Form 1 and a Form 4, if I have my terminology right? I'm still just getting into this stuff, so forgive me if I have it wrong, but this is how I understand it.
Well, you could always build first, then register (since it's going to take forever to get the paperwork back) and SBR it after. Build it as a full-length or a pistol first.
02/07 manufacturers don't pay anything other than their yearly fees to make a SBR.
