Is it legal to own a full auto trigger group for an AR 15 /M-16?

That letter says it would be a violation if said parts, installed into AR15 made it full auto. So, unless he has drilled his receiver the parts necessary for conversion to full auto cannot be installed, correct?

Go read up on the Olefson (not sure I spelled it right) case. He was convicted even though he did not have a sear installed, just the other FCG parts.

How can you sell them if they are not legal to install or use? 2. Whats different about you having them and a regular joe having them?

Anyone can buy them. They are not restricted. The problem is having them and an AR15. If you have enough M16 parts to allow your AR15 to fire more than one round, you have a machinegun.

But doesnt the lower receiver have to have an extra hole in it for the third stage sear? If a semi auto lower did not have it could they charge intent?

Yes, you would have to mill and drill the lower to install the GI auto sear, but the gun can sometimes be made to fire full auto without the sear using ALL of the other M16 parts and soft primer ammo. If it fires more than once, you have a machinegun. You would not be charged with "intent", you would be charged with possession (Constructive possession). Olofson (see http://caselaw.findlaw.com/us-7th-circuit/1407580.html) did not have a sear in his rifle, but did have all of the other M16 parts. When placed in the auto position it would fires a burst and than jam. That was all it took to convict him.

Unless you have a registered receiver, I really don't know why you would want these parts. They can be converted to the semi-auto configuration, but you would be far cheaper just buying the semi parts in the first place.
