put a wanted ad up here and armslist for .223/5.56 plinking ammo. tell them you will pay $0.20/rd for steel case or $0.25/rd for brass case. You will get plenty of offers.

Also worth noting: I bought 600 rd of Winchester 9mm nato the other week from walmart for $0.18/rd after taxes...pretty dang cheap.

Here you go, with free shipping, and last time I ordered they were not charging tax either. Buy 3 for a total of 1050 rounds at total cost of $179.97 = 17 cents per round for 9mm with some plastic ammo boxes too.
