The rules you described may be a requirement for the range insurance company.

You mentioned drawing from a holster.......

The difference between me and that man is that I know what I'm doing. I've been drawing from the holster for many years--since the late 1970's--and I have never shot myself.

I remember the first time I did it was at an IPSC style shoot. I had just bought a 6" Colt Trooper Mk III, and either a Bianchi or Safariland swivel holster for it. Two silhouette targets were at 2 and 3 meters, and at the buzzer, one shot went into each target and the gun would be re-holstered, and it would be repeated. I know I did abysmally in the other stages, but the range guy said that I was pretty good at drawing from the holster.

These silly call of duty crap that every idiot thinks is "just like shooting".

The military if I've read right at some level is using video games in some manner to show how a room, or possibly a facility like a refinery, power plant, etc needs to be cleared vs actual operations where the cost would be prohibitive, then they proceed to the real deal.
When I worked at the Sooner Power Plant for OGE, we had a military unit come in for an exercise during the night. We were told to just go about our business while they did theirs. Power plant construction is pretty universal all over the world, so learning one is basic to learning them all to some extent.

What is the safety rationale behind the 'no more than one shot every five seconds' rule?

That's one reason me and my coworker go to OSSA. They have 9 pistol bays set at 25 yards though you can move as close as you want. They have no restrictions on rate of fire as long as you are not using a full auto weapon, have no rules on pulling from a holster and firing nor moving while you are firing. Each bay is separated by 20ish foot berms. You can also fire both rifles and pistols on their 50 yrd bays if you feel like walking the distance from the loading table to get closer to the target.

I can understand the concerns though, and not every range is setup for that type of practice. Range safety is one of the main reasons I don't care for indoor ranges, I don't like having someone that close to me that I don't know or trust with a firearm. Accidents happen, but stupidity raises their chances of happening.

Our range in Ponca has no restrictions on automatic fire as long as the rounds hit the back berm between 2-7 feet high. We also allow one to set up barriers, barricades, walls, steel or paper targets to shoot whatever tactical design you want, and we supply all of them as part of the membership.
