Proposed Changes to Fish, Wildlife Rules Now Open for Public Comments

Each year, the Oklahoma Department of Wildlife Conservation proposes changes in Title 800, the administrative rules that govern hunting, fishing and Wildlife Department operations. The public comment period for this year's proposed rule changes open Dec. 2 and will close at 4:30 p.m. Jan. 3, 2020.

Many proposed changes are simple housekeeping matters, while some are more substantial. Some of this year's rule change proposals include:

  • Increase the deer gun hunting season by adding seven days to the end of the current season.
  • Open all of Osage County to pheasant hunting.
  • Establish restrictions on importing cervid carcasses or carcass parts to help prevent potential chronic wasting disease infectious materials from coming into Oklahoma from out of state.
  • Expand Lower Mountain Fork River Trout Area boundaries and revise trout size limits, bag limits, and tackle restrictions.
  • Remove the minimum length limit for blue and channel catfish at Lake Texoma.

Anyone wishing to make comments on any of the proposed rule changes may do so in one of three ways:

  • Fill out the online public comment form at http://www.wildlifedepartment.com/public-meeting. The online public comment period closes at 4:30 p.m. Jan. 3, 2020.
  • Write your comments in a letter and mail to Oklahoma Department of Wildlife Conservation, Re: Public Comment, P.O. Box 53465, Oklahoma City, OK 73152. Letters must be postmarked by Jan. 3, 2020.
  • Voice your comments in person during one of two public hearings beginning at 7 p.m. Jan. 2, 2020. Hearings are scheduled at the Wildlife Department headquarters, 1801 N. Lincoln Blvd. in Oklahoma City, and at Broken Bow Public Library, 404 N. Broadway in Broken Bow.
All public comments are collected and reviewed by the Oklahoma Wildlife Conservation Commission. Commissioners are expected to consider the proposed changes at their regular February meeting.

1. Not in favor of whatsoever for obvious reasons.
2. Not in favor of whatsoever...........upland game biologist actually been in the field and seen what bird populations are like? Lowest that I can ever remember everywhere, so lets open up more ground?
3. What are those restrictions going to be? I would like to know and it not be kept a secret until it's a done deal. The link does not give detail as to what would or wouldn't be allowed to enter the state.

DISCUSSION ITEMS: 1. Would you support or oppose combining the waterfowl zones 1 and 2 into a single zone, and reducing the split to 5 days which would start the season later, but continue to run the season as late as allowed?

Here are the questions:

OKLAHOMA DEPARTMENT OF WILDLIFE CONSERVATION 2020 RULE CHANGE PROPOSALS 1. 800:10-1-4.

1. • Remove the minimum length limit for Blue and Channel Catfish at Lake Texoma to be consistent with Texas Regulations.

2. • Increases rainbow trout minimum length from twenty (20) inches to twenty-five (25) inches or greater in the Lower Mountain Fork River Trout Area from State Park Dam to U.S. Highway 70.

3. • Increases the brown trout minimum length from twenty (20) inches to thirty (30) inches or greater for the entirety of the Lower Mountain Fork River Trout Area. 2. 800:10-1-5. Bag limits on fish

4. • Define the reporting requirements for the harvest of Alligator Gar. (currently effective in emergency status)

5. • Reduces Lower Mountain Fork River Trout Area rainbow trout bag limits from Broken Bow Dam to State Park Dam from six (6) to three (3) daily of which only one (1) may be greater than twenty-five (25) inches in total length.

6. • Reduces Lower Mountain Fork River Trout Area rainbow trout bag limits from State Park Dam to U.S. Highway 70 to one (1) rainbow twenty-five (25) inches or greater.

7. •Reduces the Lower Mountain Fork River Trout Area brown trout bag limit to one fish of thirty (30) inches or more 3. 800:10-5-2. Department fishing areas

8. • Allow antlerless deer harvest during deer gun seasons and deer muzzleloader season on certain Department lakes. Open muzzleloader season on certain Department lakes.

9. • Delete the references to low point beer.

Designated Trout Areas
11. • Expand Lower Mountain Fork River Trout Area to include a portion from Rough Branch Creek to the re-regulation dam.

12. • Eliminates bait restrictions; restricts entire Lower Mountain Fork River Trout Area to barbless hooks. 5. 800:25-3-2. Areas open to archery equipment and shotguns with pellets

13. • Change portions of Lake Texoma adjacent to Corps of Engineers parks at North Platter Flats (115 ac) and Newberry Creek South (95 ac) to areas open for archery and shotgun with pellets due to safety concerns.

#4 - I'm not local but the proposed measures could result in better catch and release fly fishing at the LMF. The place is under heavy pressure.

Filled out the ones that applied to myself. Vague and no indication on what they might or might now allow across state lines with the CWD deal.

Exactly. If coming from New Mexico from an elk or deer hunt, the head must accompany the carcass to establish sex. Is Ok going to set up dumpsters on all the roads so the heads can be dumped shortly after entering the Ok borders or just pitch them out on the side of the road?
