In the early days of IT, it used to be common to have services that were used by unknown users, and one tried and true (albeit not entirely customer-friendly) method to find out who they were was to either let it fail or turn it off to see who screamed. With the double line like that the digger is liable for any damage to utilities between the lines plus one foot on either side. With a single line mark it is one foot on either side of the line.
