I figure that one huge issue from this would mean that there’s a ton of motivation for people to learn how to hack odometers, which means the used market will be a giant crap show. But I certainly would be motivated to find a vehicle with a non working odometer.
They will just go and read the odometer when you go to tag your vehicle and add it to the cost of the tag, you will no longer to be able to do the online tag thing have to do it in person with that vehicle present.

As I understand the proposition, the tax-per-mile plan would replace the tax-at-the-pump way of generating dollars. No double taxing for gasoline powered vehicles versus single taxing for EV's.
Yup, about as voluntary as 'black boxes' in newer vehicles, license plate readers, and cameras over intersections ☹
