Try heating up the screws with a soldering iron first, it will melt the loctite. Just takes a few minutes if it's going to work.

Finally got the screws out and the red dot is mounted. Didn't have to heat the screws but that would have worked too. Just have to be carefull as the cover plate is polymer or molded plastic. Thanks for the advice though. I also received 2 new 13 round magazines so I'm pretty well set. Once the red dot was mounted I had a little trouble getting the pistol to lock in to my new Vedder Light Draw holster. I used a Dremal to sand away just a slight amount of material where the red dot housing meets the holster an now it works fine.
