Federal law trumps state law. A felon is a felon, violent or non-violent. The feds have to restore their rights and they quit that several years ago claiming no money in the budget for it.

Mostly right, but governers pardon state crimes. So if it was a state crime, and they are pardoned by the governor, the feds honor that or really anything else that expunged the record

ATF policy is to follow state law in terms of felons in possession. I was told this by an ATF special agent when I was an FFL. As far as I know, this policy has not changed. If it has, please correct me.

So if Okla passed a law that said felons could own all the guns they wanted, the feds would do nothing?

Probably 15 years ago I was at the Tulsa show and was stuck in traffic (pedestrian traffic that is, on an aisle full of people) and overheard this one guy telling a dealer, "Oh I can own a firearm because I was pardoned. You see, he signed my pardon -- right before he got sent to prison himself!"

I am soorry I cant post often very anymore. But I had to make efffort here, if we can tel the feds to goo pound sand on the marijauna why cant we tell them the same on all gun laws. It would be niice to just go buy a full auto and a silencer at any store or from the good folks on here. With no papers, comrad, :)
As to the OP yes it is federal that felons cant even have ammo, but I disagree with the felons not owing a gun, that part oof "shall not be infringed" does not say exept felons. sadly even violent ones.
