You even quoted the data that says Oklahoma county voted republican by about 1% and then argue it's "decidedly blue"? You said yourself, "None of them voted blue..." and then say they're "decidedly blue".
"Decidedly" means there's no question about something. It's unambiguous, clear cut, unquestionably, emphatically, definitely.
