I’m assuming he’s a resident of CA.
Is that rifle he’s holding CA legal?
If not, he couldn’t leave with it.
If he does, who’s breaking the law? Him or FFL?
He’ll fly it in on his private plane, problem solved.

Of course he can leave with it. He'd only be breaking the law if he took it back to CA. Having said that, if he is a resident of CA, he cannot legally buy a gun outside of the state of CA. (Just looked it up...he is a FL resident)
Federal law allows people to buy long guns outside their state of residence and take possession of them, as long as the purchase complies with the laws of the buyer's state of residence and the state where the purchase takes place.
Handguns can be bought in other states but the buyer can't take possession of the gun if he buys it out of state. It must be transferred to a dealer in the buyer's state of residence.

You are aware that he is involved in a TV crime series being made in the area. I believe the name is Tulsa King, about a crime boss put in witness protection in Tulsa.
