$5 is the cost of a transfer on an AOW. It still costs $200 to file a form 1 to make an AOW yourself.

I would imagine that AOWs are less "dangerous". Trying to figure out why the .gov does anything is an exercise in futility.

It doesn't have anything to do with barrel length other than less than 18".

An AOW can never have had a buttstock installed. A "virgin" receiver.
AOW's can also be things like pen guns, phone guns and other weird stuff.

A SBS can have as short a barrel as you want either with or without a buttstock.

I ask because someome posted a link to a shop with a listing for a ready made aow shoty 6.5'' barrel and the listing said $5 tax stamp. And on the Shooting gallery show the host was showing off some of his guns ,he had a aow shoty and said the stamp as $5 for it.

Why? My guess is that when they determined the tax for AOW's they were thinking of small novelty weapons like pen and cane guns. They didn't imagine people would make sawed-off shotguns using this description.

It's just a guess. Who can say why the government does what it does?

I'll say this though, I've had both and having the buttstock on a SBS is worth the extra money.

If the AOW has already been made and registered the transfer fee to another person is $5.00.

If you want to get a virgin receiver and make your own with a Form 1, the "making" fee is $200.00. After it's made the cost to transfer to someone else on a Form 4 is $5.00.

A way to avoid the $200.00 "making" fee is to have an 07/02 FFL make one for you. They do not have to pay the $200.00 making fee. After it's made, they can transfer it to you for $5.00.
