sorry if I read too much into it BUT, if the BATFE regards "manufacturing" an SBR as submitting a form1 with $200 for a tax stamp and engraving the lower receiver with manufacturer info (individual, trust or FFL name and city/state), wouldn't this be acceptable by the state as the same sort of manufacture (minus the form1 and $200 fee)?
I would think that purchasing the components and engraving the receiver as "made in Oklahoma" along with whatever pertinent info would constitute an Oklahoma-made firearm.

So would this be legal I wonder I tried to research This but couldnt find any info on it, Could I stamp my rifle Made in oklahoma and be legal?? I wish i had the balls, i would rather be safe then in jail!!

Any info Helps, not that I wanna take the risk I just wanna Know if this is possible. I think this law is just more made to open doors in getting more laws passed for the good aspects of firearms.

If there is a gun manufacturer in Oklahoma who wants to push this and say that they won the court battles (anyone willing to help a manufacturer with legal bills, I would), what if they wanted to sell outside the state, would this bill still protect them inside of Oklahoma?

what I gather from reading the bills, sb1685 is MUCH less restrictive than hb2994. Basically, since they amended 2994 to exclude sound supressors, all that bill would do is exempt us from a future federal AWB, and potentially allow SBS and SBR if they don't pass further restrictions. SB 1685 however leaves sound supressors in, as well as not mentioning anything about automatics being left out. 1685 has passed senate and is in second reading in the house, and 2994 passed the house and is in second reading in the senate. This is of course my noob interpretation of the situation, and I'm not sure how the bill passage will go (i.e. will they drop one bill and take the other? merge them?) however it goes, at least it's a step in the right direction.
