I would take the colt.............thats just me.

92 is back when Colt made really nice and well built rifles....they have slipped a bit in recent years.

If it is both colt upper and lower then get the colt, There are a bunch of original Colt kits out there right now that do not include lower or barrel, they are being built with no name lowers and labeled as colt original.
If that is the case then get the bushmaster.

True, there are a lot of rifles being sold as "Colts" that are built with surplus M16A1 Colt parts, but with an aftermarket lower and barrel. However, the OP stated that the Colt he is looking at is a "Colt HBAR compitition 20 in barrel all original built in 92 so it is a pre ban gun", so the answer is easy. Get the Colt.

I'm a pretty big Colt fan and have seen prices on prebans drop for some time now.
The type of "steel sear block" mounting pins used can have an effect on value.
Small blocking pin on the mag fence side = more desirable.
Any blocking pin on the selector or logo side = less desirable.
