I've done it myself and it works really well.

Here's what I do:

I take a neon colored piece of paper or poster board. Cover it with clear packing tape or clear contact paper/shelf liner. Use flat black paint and spray paint it. I use cans or cups to use as templates for my circles/bullseye.

Here's what I learned a after doing a few batches:

I use normal size paper for normal shooting
I use poster size paper for sighting in
Shelf liner is easier to use than tape
I use 4-5 cans/cups per page so I get more out of each target
After you tape the paper, if you'll use a different color paint where you plan to make your circles, it makes it easier to see your hits. For example: paint a small area gray, then put your cup over it and spray black around it.

I bought a pack of pistol shoot and see targets from Amazon for not a lot of money. I dont remember the price, but it wasn't bad. You may want to compare prices there before the DIY work, unless it's for fun.

Here's one I did recently.

I used some of the hole repair stickers that came with other shoot and see targets for the dots on this one. Also I used a semi gloss paint. Next time I'm going to use a flat black.

eta: you can flatten them out and repaint them and they are good to go again.
