Think amd-65 but as a bolt action. I am wanting to take a bolt action 223 or 308 like a savage axis or trophy hunter. and have the barrel cut and threaded to 12 inches. Then pin and weld a 4 inch bad ass looking break on it. How and would this work without going through paperwork and tax stamps?

I'm adamantly opposed to short barrels with unnecessarily long muzzle devices perm'd to avoid SBR'ing a rifle. The velocity loss is not offset by any real benefit.

If you want a rifle that's as compact as possible, but with either flash reduction or compensation, then cut to 14.5", then perm attach an effective brake or comp. FWIW, neither .223 or .308 is best for maxing out the advantage of this type of setup. You'd be better off with a 6.8 SPCII, .300BLK or 7.62X39 in this configuration. The flash and concussion from a sub 16" barrel will be a lot less and you'll lose less velocity per inch of barrel reduction in those calibers.

I do not think it is a bad idea..Because you are starting with an inexpensive platform you will not be out much.
Velocity loss seems to be around 400fps as per some tests i read from 22" to 12'

Now a friend has an Ar with 12" and silenced . The thing is stupid accurate.

If the brake is permanently attached per the ATF's definition and overall length is 16" or greater then there is no paperwork or tax stamp required. But then again, why???

Same reason people buy an AR and stick all kinds of handguards and goodies on it.
Because they like it and it trips their trigger.
I myself to not like all the crud on the AR rifles i see.
Keep it simple like the M16

The shorter barrel does not really hinder killing things. Look at all the TC pistols in rifle caliber.
