No, I'd be willing to bet, the OSBI is making a killing off of their "fees", and have structured their business plan around them.

That would seem to cover entirely legal firearms just because they're not as long as they once were--say, cutting a 28" shotgun barrel down to 26" (the minimum being 18"), or sporterizing that old '03 Springfield (I actually have one that's been cut down thus, but is still well within federal limits).
Similarly:
Does that include, say, changing the sights? A strict reading would say "yes."
