Speed has nothing to do with your scenario.
If you are passing someone, use the left lane. If someone is wanting to pass you while you are passing said slower vehicle, then when safe to do so, you clear the lane and let them. If they are tailgating or otherwise driving unsafe while waiting for you to clear the lane then they are breaking a different law.
This law doesn’t apply to this scenario, UNLESS you refuse to clear the lane after you are past the slower car.
Typically, if I am passing another car and there isn’t much speed difference, I will accelerate a bit to clear the lane quicker. But that isn’t required. It is courteous though.
Hell, 45 is the minimum speed limit on most interstates around here. Why not let a guy camp out in the left going 45-70, he’s obeying the law. Fawk everyone else that’s going with the flow.

Really? Does it make any sense that the speed limit is the same for a Porsche as it is for an 18 Wheeler? Speeding is illegal and potentially dangerous. If you get ticketed for it, I’m not going to feel sorry for you. Impending traffic in the left lane is illegal and dangerous. Trying to justify it because you can’t stand it that someone might get to their destination faster than you makes you every bit as much of a snowflake as the guy wanting to get by.
