I can't get the pic to zoom in far enough. It could be clusters of ticks. I've seen deer like that in the past. Don't think it's anything to worry about.
Never hurts to make them aware.
I agree with Dennis. I think this could be a tick clusters but you normally see some around the eyes as well, which doesn't seem evident in the photo.
