I would bet the VRO fuel pump diaphragm has a hole or tear in it.
Would run well with low fuel demand and then peter out when more fuel is called for.

Look up videos or parts list for that.

Would it be ok to hook it up to a Water hose and run it at say half throttle? Or would it not be under enough load.
Thant may not be enough load depending on how bad it is. If you try that, the main thing will be to keep an eye on the tach. It would suck the throw a rod while trying to troubleshoot it.

I think okie362 is right. You would be, basically, no load. I know that they had a lot of problems with the VRO on the mid 80s Johnson/Evinrude. Do you mix your oil or still use the vro system. Swampratt might be on to something.

That was taken out years ago, I premix the gas and oil. I’m beginning to think I have a clogged jet.
