It looked like the guy had a harness on after they got him out of the basket and he was walking away. Doesn't do much good in that situation I suppose.
I definitely saw a harness on one guy in the sky climber, the other was swinging by too fast. The regulations say you must wear a harness when elevated in a sky climber and be tied off. If those regs aren't followed, the OSHA investigation will probably bankrupt the company in charge with fines.
In my career, harnesses were a way of life and in certain situations I felt they actually were more of a hazard than any help. Other times it was just plain silly to have to wear them, but the 20 something year old safety boys right out of school had all the answers over someone that spent their life in that atmosphere.
In our training to use them, a person left hanging in the safety harnesses we used had about a 15 minute span before the circulation in your legs was cut off, and about an hour before death. Rescue crews resident in the plant had special padded harnesses that allowed them about a two-three hour window.
We had a thread on here last week about a bucket truck that lost it's hydraulics and wouldn't come down. Several years ago there was a crew in a 60' man lift bucket painting some structures in the local refinery. I don't remember what caused it to have an upset, but one of the men was thrown out of the bucket at the top of the structure and died. They do have a purpose.

They both had harnesses, and were attached to the rig. At one point, the one wearing the jacket removed it and you could see his harness also. A 30mph wind can sure stir things up!

Swinging and hitting the building, breaking glass, I'd be ducking and dodging a lot and when I got off the ride, I'd be looking for another occupation-quickly! I just googled and a high-risk window washers average pay is $17.50 per hour, it seems like they'd get more due to the hazardous working conditions.

The cage was taking a beating along with the building. The wind was not blowing near as hard as it seem. The winds were fairly light during the incident. Considering the hits on the corner of building the one guy gave a decent try to grab the building couple times

If it wasn't the wind, what would cause it to swing so violently? Could there have been some twisting of the cables related to the failure?
Look like a combo of both. The wind could have been elevated some while flowing between the gap where they were. But other than that it was only about 10-15mph at the time

I was watching this as it aired live on KFOR. They said the wind at that time was 20 mph. (Measured from wherever they get their info from).

I would think that at the height that this happened and with the wind being funneled between the two points of the tower, that the wind could have been blowing at a significantly higher speed there causing all the swaying around of the basket.

Whatever the details are that caused this, it was pretty scary watching it at the time not knowing if at any second one of the cables holding the basket might break or become disconnected, or the basket itself coming apart, and seriously injuring or killing the two men.
