Congress already passed a law giving the POTUS the authority to unilaterally forbid immigrants/invaders entry into America.
8 U.S.C. s 1152(a)(1)
From the above: "Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate."
For whatever reason, POTUS has not exercised this prerogative. Yes, once the crimigrants make it onto US soil, all they have to do is utter the magic con artist's word, "asylum", and they're home free.
But the above law mandates that POTUS can prevent them from making it onto US soil.
He has the power to order troops to the border. He's already ordered troops to the border. If he has the power to deploy ten soldiers, he has the authority to order 10,000 soldiers. If he can order 10,000 soldiers, he can order them to be armed and have some teeth, etc.
He just has to do it. He can prevent anymore incursions onto American soil. If he'll just do it.
I think POTUS wants what every first term POTUS wants, viz. a second term. I think he knows this is the issue that got him elected, and he's going to string it out until the 2020 election.
Yes, low level federal judge hacks have countermanded his orders about what to do once they make it onto US soil, but according to the above law, POTUS can prevent it from getting that far in the first place.

Why is it always people from them shi+hole countries? They're bringing V.D., ebola, bad manners, and some, I'm sure, who are very good people.. Why don't we see more Norwegians down there?
I hear ya! The liquor taxes in Norway are so high they take vacations to buy in other countries. Our distillery's could use the business!
Since those Norwegians are coming through in the Del Rio region, They might want to check out The Devil's River Distillery and even, get this, the Devil's River Winery. The Devil's River Winery. They're competing with the Californians I bet. Devil's River Winery! Wonderfully rough and arid country. Good place to hunt deer.
