I should seriously open an Ammo shop on the Nevada / California border on I-15 or Arizona / California border on I-10.. Or both

Which wouldn't be illegal for the person selling it outside California.

This will just cause people to stockpile more ammo. If it cost's $19 extra to buy one box of ammo in a single 30 day period, why not buy two or six or twenty at a time, so you don't have to keep paying the $19 punitive tax time and time again? What's to stop collectives from going in together and buy by the case rather than the box? I know when I was doing a lot of volume shooting, we'd send one order for multiple people in order to defray shipping costs and hazmat fees (on components). What's to keep the local reloader from selling a box or two here and there to their neighbors and friends?

The answer is nothing. This ignorant law will not have the desired effect. It will create insta-criminals and feed a thriving black/grey market.

If you get caught is the key part. What, are they going to setup a checkpoint and search all the cars to make sure someone isn't bringing a 150 rd box of 5.56? Hello 4th amendment. Drugs and people get smuggled into Cali all the time, at least ammo is legal to own (well most of it at least) right now, they don't have a limit set on how much ammo you can have.

I believe that there's now a limit on how much you can purchase a one time. Before the law went into effect people were stockpiling ammo. That's the reason why they have a shortage now.

There used to be roadblock checkpoints at the borders for fruits and vegetables (fruit flies). They will probably reopen those.

They don't have to smuggle drugs and people in, they invite them in and give them free health care in case they overdose on the drugs!

I have for the last couple years just bought bulk ammo and had sent to my inlaws house in Sapulpa. When we drive out there for hunting or the holidays I just load it up in my truck and drive it back. SG Ammo and PSA are my sources.
