I tell people if the FBI started issuing SAA in 38-40 it would become the new wonder round

That's not a crazy thought.
The 38-40 sits pretty much right in the middle of the 40s&W and the 10mm in terms of velocity and bullet weight selection.
The perfect 40 caliber round for police has been the goal for a long time with the 41 Magnum in the '60s (too powerful, guns too big and heavy), then the 10mm in the '80s (too powerful, guns too big or not well made), and the 40s&w in the '90s (yay, the perfect round! - wait maybe not).
