It's about 75 miles north of your location but the Ponca City Rifle and Pistol club allows drawing from a holster. We have around 100 pieces of falling steel that is left on the range for your shooting pleasure and you can set up training scenarios with the equipment that we leave on the range for building barricades to train with.
Only a membership is required.

Big Boys Gun range Range allows drawing from a holster once you've taken their short class on it. Its a n indoor range, but it is a nice one. Give them a call for specifics.
