I would guess cheap or dull bit first off. Its amazing the difference in a sharp quality bit and a cheap one. If the drill is hammering, you will be able to tell easily. As has been said hit it with high speed.

I've got a Ridgid 18v hammer drill that is amazingly fast in drilling concrete and brick. You're welcome to borrow it (I think I live fairly close to you.....). PM me, and I'll drop it by in the morning.

High speed, high quality masonry bit. The bit should be tipped with carbide. Some cheaper ones are tipped with High Speed steel. Great for sheet rock or stucco, not so much for hard brick. Have you looked at the cutting edge? If it's rounded, it's not a quality masonry bit unless one has drilled feet of hole.
I'm probably spoiled with a Hilti commercial unit.
Takes a special green grinding wheel to re-sharpen a carbide tipped masonry bit.

Yeah...Bosch bits for the win! That was my problem...****** drill bits that came with the kit.
I bought 4 bits "just in case" and just needed the one to zip right through it. Good to know!

I used a Milwaukee 24 volt hammer drill and new masonry bits and it took about an hour for (4) 2 inch deep holes. As I had many holes to drill I bought a Bosch corded drill and conquered the problem in 10 minutes.
