West of OKC, south of I-40 just west of Clarence Page Airport...there is a massive dirt excavation going on and what looks like piles of discarded decking/plywood.

Seen it going on for the last few years. Anyone know what it is? Just digging and selling dirt? Building a new Mount Trashmore?

Looks like a borrow pit to me from what I see on satellite view. Basically sell dirt to anyone who needs it then later on sell the land off a few feet lower than it was for the same price you paid for it or even more.

If there is a bunch of wood refuse they will probably bury it at some point and let it break down over time.

That is CPI pipe's red dirt pit, they were north of 40, they use red dirt or what you guys call clay, as red select, it packs better and is use to haul into construction sites before building on to get a good solid foundation so the slab does not move and crack. Just red dirt is used for making a solid surface for like driveways and such or if you need a good solid dirt to put a shed or something on to keep the ground level and it not settle causing issues later. I only know this from a 3 year stint driving a dump truck.

If you are really interested, you can contact the Oklahoma Mining Commission and ask about it.
If they are trucking dirt (or anything) out, it's a mine, and will be licensed; especially in a place out in the open such as this one.

Funny thing, you can haul dirt someplace and pile it up, it's a pile of dirt.
Go back and start loading it up in trucks and hauling it out, it's a mine and it needs a license.

Clay in and of itself isn't a good foundation to build on. Especially when it concerns roads. It swells and heaves when wet and shrinks when it dries out. Normally a lime additive is needed to change the plasticity index of the soil.

Or fly ash from a power plant vs lime. Wait!
Obama restricted that because there was "potential" mercury in the fly ash.(that occurs naturally) After a couple million dollars of equipment and thousands of man hours of testing 24-7 for three years that I was personally involved in, the company and .gov said the levels were so low as to be almost undetectable, yet they still restricted it in ostupids war against coal.
I don't know if they still do after 4 years of retirement, but need to check into it. They restricted bottom ash too and I need some on my driveway.

Okie Shale. Farmers will understand this. Got to one corner of a field with a one way and if I wasn't watching and tripped it out I would get it stuck and leave it behind me.

Your reference to a "oneway" will go right over the heads of most here. Personally, I've seen (and pulled) quite a few over the years, starting when I was a youngster and could barely operate things.
