In addition to it being illegal to place a sign like that in the street, in Tulsa it’s illegal for parents/guardians to allow children to play in the street:
  • Section 1202. - Children on street.
It shall be an offense for any parent or guardian of a child under the age of twelve (12) years to permit such child to play, run or loiter on the public streets.

If people would just slow down in residential neighborhoods there probably wouldn't be any need to draw attention to the problem by placing objects in the streets.
Great take
Look at it this way, there’s probably some half dead ol lady in that area that truly needs the notice

Some folks definitely need to slow down while in neighborhoods . . . but putting something like that in the street is ridiculous. Especially when it causes a car to have to go into oncoming traffic to avoid it. Y'all might think if you can't avoid that then you're going too fast . . . well, how many times have you driven through some place basically on auto-pilot? Then suddenly a car (or other object) is where one normally isn't and you have to "wake up" to avoid it?

Sometimes folks don't "wake up" fast enough. :)

We have a park across the street in my neighborhood and there have been times when people veer off the road up the curb and almost hit some people.. this was about 4 months ago.
Our main street through the neighborhood is long and people do drive too fast near the park.
60+ MPH sometimes I kid you not.
Yard next to me was curb hopped and 50 foot long rut left in the grass.

We tried to get a stop sign put up but no dice..OKC stated already maxed out on stop signs in the neighborhood.

Buddy parked a fully insured car he got at the auction for 400 bucks in the street legally.
Paid over 3500 when someone hit it.
Went and got another one and fully insured it and same thing happened.

The second time was a drunk old lady and she was trying to drive off 2AM.. but the bumpers were hooked together.
Buddy ran out of his house with his gun and phone in hand in his tighty whities.
They hauled her off to the drunk tank.

That slowed people down with a car on both sides of the street.

People can avoid the sign, but by doing so they are driving head on into oncoming traffic if someone is turning at the corner from the east or west.

Actually it is obvious that if you are coming towards your camera in the same lane as the sign you have plenty of time ad space to drive around the sign, get back into your lane before you need to stop at the stop sign. You cant avoid a collision with another car then you should be behind the wheel in this situation. And someone needs to have a chat with the cops wife and the doctor. A little neighborly ass chewing seems to be in order.

though they are all likely illegal, it might depend on the city and who the neighbors are. We have a process where neighborhoods can request traffic calming devices. Sometimes it's speed humps, sometimes it is a stop sign. But often it is more a matter of how often the people complain and to whom.

its always fun when we send the police out first (for the speeders, not the traffic devices).

What they really need to do is go in with the neighbors across the way on two junker cars. Park em across from each other and narrow the lane.

And, if anyone wants to read up about folks actually changing road patterns, look up urban tacticalism. Some great stories and ideas about people in communities coming together to make changes to roadways (typically using simple methods) that city officials are either too slow or unwilling to do when asked.
