My notice from the Army said that certain retirees with medical skills would be able to "voluntarily apply" for recall to active duty.

the Selective Service has a medical draft plan if i recall correctly, whereby people in the U.S. with medical skills can be drafted by order of the President.

I wasn't medical. Like someone already mentioned, there is no recall yet, just a voluntary "hey, if you were medical, come talk to us." They also said they are going to be careful about robbing from the civilian sector. So if you are a retired medic and working for a civilian hospital now, they would likely not take you.

I don't have access to my papers but if I remember, at age 60 a military retiree is dropped from the Active Reserves. Am I correct? Then they're Inactive Reserves?

The president cannot order a draft. A draft must be approved by Congress before its approved by President.

No, if you retired, your hooked for life, should the military for some reason want you back, whether active reserve or inactive reserve. This is especially true for officers.

There are plenty of younger retired people to choose from so the older you are the less likely you are to be called back
