He's under the impression that he is eligible for unemployment benefits based on the facts stated above. He continues to have a job. But he said that OK gov expanded unemployment benefits to include people who a) continue to have a job and b) continue to receive a salary but c) suffer any reduction in salary due to the pandemic.

But I'm scouring the OK/gov website looking at the pertinent info and I don't see anything like that.

The federal relief bill provides for the granting of benefits to employees whose hours were cut, but it is up to the state to actually enact that benefit...since unemployment benefits are a state administered thing.

He needs to go directly to the source. Have him check with the state.

This seems to indicate Oklahoma is doing it:
What are our options if we make employees part time?
  • Individuals who have their work hours reduced may be eligible for unemployment benefits. They may file online at https://unemployment.state.ok.us. When someone works part-time they must report their earnings the week they are earned, not paid. All earnings must be reported but we only deduct those earnings over $100 from their UI payment. If their earnings are greater than their weekly benefit amount plus $100, no payment will be made."
Can our staff collect benefits if only working one day per week?
  • Yes. We would require them to report their gross earnings the week they performed the work. All earnings must be reported and any earnings over $100 will be deducted from the weekly benefit amount. As long as the earnings do not exceed the weekly benefit amount by $100, your staff will be eligible for payment.

The Covid-19 stimulus package may cover his “underemployment”, but we couldn’t find anything on the OK .gov website for my wife, who was in the same boat until she got all her hours cut. :(

This is what scares me about all this mess. The statistics no one talks about is the survivability rate of covid-19, which is about 98% overall. However I know several people who have been laid off. My wife's work has cut over 1/3 of its staff. Small businesses that are non-essential are probably going to go bankrupt. And we have had the highest, but a huge fricking margin, of unemployment filings in history. Many people with 401ks, roths, etc have lost quite a bit and are watching their retirement fund shrink faster than a man's pride and joy in cold water. The foundation of our economy is getting washed away. Yet the dims want us to further isolate ourselves and shut more stuff down. I guess history will tell us if it was worth it.

As I understand the above posted links and info courtesy SMS, the max payout is $539/wk for unemployment benefits/underemployed benefits. One adds $100 to that. If one's current pay exceeds that, they can expect no unemployment benefits.
