Now, in all honesty, I don't know much about this Dr. Ned Nikolov, but if all this is true, maybe things aren't as bad as they think it is.

I don't know how they can do that but this person said they made it clear that there was no option to leave. They were very worried because they were bringing their child to an appointment and they (the parent) frequently have a low grade fever because of chronic health issues.

No way they can legally enforce that. Threats, empty threats.

I agree things aren't as bad as 'predicted' (and were never gonna be), but they will claim what was done prevented a 'major catastrophe'. It's a "win-win" for them and a major disruption for the rest of us.

Yep - it would be really peaceful in my backyard if I could get the neighbor’s kids out of the pool and back in their house. The random squeals at deafening levels are too much.
