I would imagine it is to give them the ability to stop and question anyone they see out and about. You can't really do that unless there is reasonable suspicion of a crime, but if there is a curfew and you see them, there is automagically reasonable suspicion of violating the curfew.

I think this hits the nail on the head. Not saying I agree with it, but it makes the most rational sense.

Hey, @TerryMiller , when did you take on Ohio?

I had to research that. SCOTUS voted 8 to 1 that the officer did have some cause for the search.

As for me and Ohio, the closest I've been to Ohio was taking a train across it once or twice back in 1964 on our Senior trip to Washington, D.C. Other than that, our summer gig last year was in central Indiana. As far as I'm concerned, that is as close as I really care to be to that state. Back when I drove semi-trucks, Ohio was supposedly one of the strictest states on truck lengths and weights.

OK, they increased their deputies from four to five probably letting the jailer ride along.

The entire town might have a population of 5,000 to 5,500.

A little of the wrong crowd goes along way though. Other than Okeene, Blaine county has a few issues.

That's the way it worked back in the 1960's when I was a teenager. I think Tulsa passed a curfew last year for teenagers.

Why not just tell the public if you run into any thieves, call us we’ll swing by in a few hours? Whatever happens in the meantime is fair game?
I can think of some good, ol’ boys whom the thieves would be begging for the deputy to show up.

Hmmm something is way fishy with that second memo stating its not for public release, now why wouldnt you want the public to know that.
My guess is that it's intended to be a confidential message to the city police forces in the county to let them know what's happening before the Sheriff makes a public statement. You don't want the agencies you'll need helping you to find out about this from the press, but you also don't want them blabbing it all over the county before you've told the general population.
