In all fairness, it is listed on the 4th paragraph down:

Newsom noted that the proposed cut in state worker will also apply to him and his staff. The budget also calls for more telecommuting by state employees which will help pare down expenses.

That being said, even after proposed budget cuts, they're going to be running a $54.3 billion deficit. For such a beautiful state, it's a shame that their elected officials are running it in the ground. I just pray that the fed doesn't bail them out like most of these blue states are trying to do. Without a change in leadership, not just at the top, but throughout all of their government and un-elected bureaucracy, it isn't going to change, but we know that won't happen.
