Everyone thinks they are doing a good job of understanding the world and things around them. But many people lack information in some areas and it is human nature to reject information that disagrees with the beliefs we hold. Not many months ago (pre-COVID) it was common to see people coughing and not covering their month. The only explanation I have of this is that these people did not believe that diseases can be spread through the air by coughing. Their mothers apparently did not believe in this either.My guess is the medical community’s recommendation to wear a masks included the basic understanding that masks should be worn properly while other guidelines are also followed. Apparently, many in the general public appear to lack basic common sense.
Along this line - I understand it is extremely common for restaurant workers to work while they are ill with common diseases like the flu. They can't afford not to be paid and the employer doesn't care about something no one can see that might be wrong with the food.
