Be careful. If you buy the land you may assume the responsibility to dispose of the tires.
It's been awhile since doing the environmental stuff, but I'm thinking the original owner of the disposal site is responsible for cleaning it up.
Your responsible for waste products from birth to death. Death meaning properly recycled.
An example. Back in the day we decided to use a licensed oil and waste water disposal company. They came monthly and removed the drums of waste we had accumulated.
A couple of years later the company was found to be digging holes on their private ground and just dumping the drums into them.
It was pretty big news in the 90's. Our company had to assist in the cleanup because it was still our responsibility for it to be properly disposed of.

You are correct. Cradle to grave. It is a shame when a company gets hosed because of their contractor. I have yearly refresher training on this stuff. It is all because of the love canal in New York. Think the guys name was hooker. He sold some land with al canal back filled with decades of hazardous waste that ended up having a school and town built over it causing lots of cancer, birth defects, and all other types of health problems

if this land is near OKC , u can use a friend or several friends, that lives in okc to take a large trailer load in on our once a year free disposal day at the fairgrounds..keep an eye out on OKC water site for when it happens..other large cities may do this too..my local mexican tire shop charges 3$ a tire to take them..

Hi all,
Yeah, I know, ...another necro-post. (sorry)

I was clearing out some of my property and came across some tires dumped in the creek line, which needed disposal.

I found out that Norman Hazardous waste will accept tires at no charge, any time of year.
I just dropped off my tires, and they also take old appliances, glass, and scrap metal.
So for anyone in Norman area needing to dispose of items, look here:

"Tires, oil, oil filters, used cooking oil/grease and antifreeze are accepted, at no charge, year-round at the Transfer Station, 3901 Chautauqua. Some household hazardous waste disposal options can be located here [x] or for more information call Environmental Services at (405) 292-9731."
