No. Leather cop holsters sometimes have a strap and thumbreak. Now they have red dot sight covers too.

Most (all?) LEO holsters I've seen have a strap, but even nylon holsters can have a strap. I don't think average Joes generally have anything other than a strap retention on leather though.
And some folks carry side holsters without any retention, so access from behind is still a real possibility.
That was my point (lol, FWIW).
