    My problem wasn't as bad as yours. I couldn't get IMR 4227 to work well but 1680 works fine. Another thing to try is to go with a heavier bullet so you get more pressure with less velocity; like the 220 grainers I use.

    I can't say I've ever noticed a huge advantage to neck sizing and, in fact, in one gun neck sized brass shot significantly worse than full length sized brass.

    For bullet weights in the 308 Winchester I've never found anything better than 165 to 168 grains. I've also tried various powders including Varget and have never found anything better than IMR 4064; it has been my go to 308 Winchester powder for 30 years now.
