This article is spot on. That's why you don't see the DOI's report being reported on. It doesn't fit the agenda's talking points.

The “flexibility” the GAO recommended was thought necessary because of the high volatility of oil prices over the last decade. When the price swings up, oil companies tend to enjoy surging profits, but the government’s “take” from royalties don’t rise commensurately.

This is patently false and an utter lie. Either they are lying on purpose or they flunked 6th grade math. You figure out which.
