I thought that everyone had to fill out the 4473 form(even on the internet) because the gun has to go FFL to FFL before the person can buy it---unless it is a face to face sale by the owner/purchaser?

Eh.... I dunno. Sounds from the article like he bought from a private seller who may have violated rules by sending him the gun across state lines without an FFL handling the transfer. Not Armslist' fault, as far as I can see...
