you probably have water entering under the concrete slab or footings when it rains. I cant remember if your house is lower than your neighbors

Wouldnt the water table be the same depth at my neighbors house? His shelter is maybe 40-50ft from mine.

Not necessarily. Water tables do crazy things. My well runs wide open on a test and never runs out. The neighbor's well is 100 yds away, and is marginal.

I'd contact OKIE or one of the services that traces water lines under ground. There may be a leak somewhere?

That's crazy. This is one of the many reasons I went with an above ground safe room. The water table in Oklahoma is really high. That's why we have no basements here.
