He addressed some of that with the use of really slow powders H1000 and RL33.
He was shooting a .223/243AI.
Yeah folks have been pushing bullets 4k+ for a long long time, and only a tiny percentage of shooters will ever shoot a barrel out. Nobody thinks twice about .204 velocities though lol.

Don't forget how many RPMs that round is pushing. I see that the author addresses that specifically in part 1.

Hasn't been long since a bunch of guys were experiencing "poofs" with Hornady bullets out of their 6.5 PRCs.

Some bullets seem like they can take 325K+ RPM, but some can't.

Something tells me though that there was enough of a "catch" in the five years since that stuff was written, that there is a reason why it never caught on. Maybe because by the time you figured out load development, it was time for a new barrel? 😄
