Actually im using Nosler Varmageddon 123 gr bullets, which seem to be the same as Hornady sst. Nosler website also shows 26, 27, and 28 max gr of accurate 2015 with lapua brass and doesn't show it to be a compressed load either. weird.

Also I went out and tried 5 shots with 27.3 gr and accuracy was no good.

So I was just reviewing this and looking at the book to reload for 7.62x39.
I just realized that Win 748 isn't listed in my books.
According to the compatibility chart Win 296 is equal to AA1680, IMR 4227, H4227/H110, AA1680, N120, AR2205.

BUT IN THE SPEER and HORNADY books, they have different powder charges for almost all of those powders.
How do I find a powder charge scale for Win 296 loading for 7.62x39 ?

Those charts that show Powder Equivalents are approximations and when you get to higher pressures some can get
peaky in the heat.
Unless it is the same exact powder with same lot number you can get into issues.
H110 and W296 are in fact the same stuff with different labels.

Anyone have a good load for 7.62x39? So far I'm getting about .75" groups with Lapua brass, 123 gr Nosler Varmageddon, 27.5 gr of H322 and CCI primers, with my Ruger American Ranch.

Have you tried them in an AR?
